A siege lasting 20 years? I wonder if it's similar to long sieges that are mentioned in some resources, where it's not the siege itself that ran this long, but rather the whole conflict. IMHO, if you are not able to conquer 1 city within a year of active sieging - that's already a loss, and continuing is just a disgrace and waste of resources Unless that's all a pretext to mooch money in the first place, like it is with putler.
